The high costs of operation and maintenance of the National Information and Monitoring Water Resources System for the Catalan Water Agency (ACA), led to the design of an innovative and pioneer model consisting of purchasing hydrometeorological data instead of operating them.

Creatividad y Tecnología provides technical assistance for the definition of the new service model defining quality standards of hydrometeorological data (standards of reliability, criticality and availability), setting purchase prices depending on quality, so that  all costs of operation and maintenance are externalized. The project includes the publication of the Service Model Manual and a training process for ACA managers.
